Hooker DeJong conducted an in-depth market research study that included public forums and one-on-one interviews with business leaders and city staff. This was followed by an extensive financial and operational audit to evaluate land use planning, code review, and ordinances. Specific recommendations included changes in land use planning rules, and a new master planning strategy with quality design and environmental sustainability as the cornerstone.
